First is though connections. Second is through applications. Last would be through recommendations.
Google my friend. Look at their rosters, ask people you know if they've heard of them.
Also Casting Network has a list agencies you can also go through. Then one by one send them a short email with your actor's package. If they're interested they will ask for a meeting. This may take a while as agencies get emails all the time and also don't be surprised if you never hear back.
Lastly, at no point do you ever pay an agency or manager up front for ANY service. They are paid their percentages from Productions and get paid when you get paid.
