I definitely recommend looking at rescues! Inexpensive and they come potty trained which is easier to deal with. You’d be surprised there’s some smaller dogs there too, it’s not all big ones
Adding onto this, you can also foster first to see if the pup is a good fit for you. While fostering, all the dog food and similar expenses will be covered, so it is a low commitment as you find your perfect match :)

I’m partial to English bulldogs. But they can be a handful—though they’re hilarious. I’ve heard French bulldogs are easy for small spaces. Also pugs.
