Going GS is better if this is your goal. Contractors in many places are second class citizens in the IC and DOD.
I think many would like to go federal but hiring is next to 0 right now, as many positions are only open to current federal employees. Doing a solid contractor work is a solid stepping stone to GS if you can get enough client one-on-one time though.

Not true, my first project out of undergrad at Booz was one of the most interesting and engaging projects I ever had. Level 1s and 2s can actually do a lot of good work at Booz of they're talented because they are also cheap/easy to place on a contract as support staff. As you build a reputation it creates a positive feedback loop with more quality projects
