What are the best firms to do high-impact, mision-focused work with/for the foreign policy and national security sector?

Pandemic induced pressure & burnout. Is every agency bad at present? Desperate to move on before it kills me but worried it’s not diff anywhere else. Hearing people are off sick in lots of agencies.
Or does anyone have positive experiences to share?

Our annual reviews are approaching & one of my direct reports has been with us for almost six years w/ little growth. My reco was to let him go & find a stronger, hungrier & more motivated designer at the same level. However, my boss instead wants us to promote him in hopes that will spark some motivation. I am not behind this decision & have voiced my multitude of concerns in promoting an employee who doesn't deserve it. HR is behind the decision! Thoughts on promoting an undeserving report?

I got selected in Infosys and offer was about to get release today but at last minute suddenly today infy HR told I was interviewed 5 months 20 days before in infosys so they cannot proceed now as 6 months cool off period. 1. Current salary is 140K with ~10K variable comp. If I wanted to at least match, it would require me to be in Step 5/6— is that possible/likely or would I have to start at Step 1?

2 year 10 months experience as an financial analyst in the industry. Deloitte has an offer of 86k coming in as a consulting analyst. Did not asked about signing bonus yet. Also received an industry offer of 91500.
According to recruiter, I’ll be a high level analyst and most likely be a C next year. Might not be able to match industry offer cus lack of experience to be a C yet.
