I have a masters in urban and regional planning and a BA in economics; I started my consulting career in 2016 with MITRE on a FEMA project. Sometimes you don't necessarily need to find a position working with local government, but instead just show how your coursework is related to a position's job requirements.

Speaking from my experience so take it with a pinch of salt… Civil engineer here with a focus in transport planning. I spent 5 years in engineering consulting (think AECOM, Jacobs, WSP, etc) before doing an MBA to transition to public sector consulting (Europe).
You may be able to get something in economic advisory if you are an economist. You may be able to get something in real estate. At least across the bond skills like GIS, SPSS are valued in engineering, not consulting. I hope in the US things are different and you find something.
