What's the market these days for someone with not-great technical skills, 12 YOE, TS clearance, hard-to-find/unique skillset, elite masters, middle management in DoD contracting, experience with critical/high profile roles?

I'm thinking 120-135k would be bad/mediocre, 180-195k would be possible/a stretch, and 160-170k would be doable/realistic. Thoughts? Not interested in Deloitte.

Currently a CSM for a tech start up (REALLY EARLY STAGES) and have been there for almost 2 years. I do everything from CSM, HR, right hand to CFO and UX design for the app that we are building yet my title is CSM. I am looking for a better paying CSM job (70k+) or entry level UX design job. hey, I joined Deloitte in June 2020 as an GPS SA analyst, I just staffed on internal project only providing me adjusted utilization. Now my standard util is 40 and my adjusted is 105... and this project last in another month... by then my standard util might be 20.. will my promotion be affected by this?
