Do you think leadership doesn’t care/ they don’t realize it? And is this person not delivering or not proactive?
Were you tasked by your supervisor or boss to cover for them? Or are you too nice and offered to help, which eventually made the colleague think that you're of a "lower pecking order" so their work should be done by you because their position/hierarchy at work has risen now?
I can think of ways to escalate to inform the higher ups to take action, but I've been served PIP in retaliation and terminated without notice (because I didn't agree with false accusations on the PIP about me) as a result. My workplace and the people involved were toxic, but I'm not sure about yours. Are you able to negotiate and present a clear table on your original job scope or original workload and the current workload because the colleague refused to do their part? This is blind faith that the higher ups will be fair and not retaliate against you, because sometimes some employers intentionally ignore the fact that they're giving certain people bias and special privileges over others.
You may also consider speaking privately to the colleague to try to empathise with them to build a rapport first, then tell them it's not ok that you've been covering the work that they were assigned and you hope they understand your difficulties. See if they are facing any issue(s) and whether they need any necessary support (just verbal guidance/advice given out of goodwill) might help some people out instead. Sometimes we tend to forget that people are still human outside of work, and situations outside of work can easily merge into our professional lives. Communicating openly about it sometimes resolves the issue promptly (depending on the parties involved too) instead of having to go the official escalation route. Check if a drama-free informal chat is a better alternate to get yourself out of this endless loop.
