Seriously, how hard of a concept is this to grasp? If YOUR dog does its business in public, it's YOUR responsibility to clean up after them. It's disgusting. I'm all for naming and shaming these people.
As someone who used to live in Brickell with a well trained dog I will say the lack of green space creates part of the problem. My dog was trained to only go on grass / dirt prior to us moving to brickell and that training stuck with her. We had to walk a full block for her to do her business in a garden bed (which doesn’t sound like much, but after taking an elevator down 19 floors and doing this in all weather conditions 3-5 times a day it’s extremely inconvenient).
So most people just train the dog to go once outside regardless of surface. Picking shit up with an easily torn plastic bag off concrete is a lot messier than off grass, mulch, or even gravel. So those same people don’t bother to pick it up. Do these people suck - yeah. But did the lack of city planning partially create the problem - also yeah.

It's partly that people don't come to Florida to follow rules. You're right that they should be shamed, but it's something they're doing in public in full view of anyone and they're simply beyond shame. And no one wants to call them out, really, as you never know who's armed and unbalanced.
