Start looking for another job, either in your company or outside. While you're doing that, navigate the situation as best you can. Try to make a record of everything that happens, and if any of the abuse is put in emails, save them. It sounds like the manager is pretty badly damaged and people like that don't really get any better. So just avoid interaction, document things, and work on an exit plan.

Likely just in over their head. Maybe a good individual contributor who was thrown in the management deep end. Tantrums in kids are usually a lack of control over a situation.
Document and escalate. I wouldn't go to HR just yet, but I'd make an appointment with his higher up. If your company has an official confidante, talk to them before all else.
What you're describing sounds annoying and strange, but he doesn't seem to really have crossed the line (with you, not talking about the other stuff you write he's known for).
To add to this, some companies also have a usually third-party portal where you can file complaints anonymously.
Ouch I’ve been in similar situations. I got fired because I started making memes when my manager refused to talk to me about topics he and I disagreed on. Specifically remote work.
He is miserable in his role
Remember thats its them not you. You have no idea whats going on in their lives to make them a miserable person.

If leaving isn't an option, make a record of everything with dates and times. Every interaction, tantrum, condescension, everything. When you have a stack of it, go back to HR and make it clear that this is becoming a hostile work environment and will open up the company to bad PR and litigation.
