My vote Hilton Head outside of peak summer heat and winter cold. Several week long all you can play packages among 3-4 excellent layouts. Summer go to Wisconsin and play Sand Valley and Mammoth Dunes. Winter go to Mesquite, NV for Wolf Creek, Falcon Ridge, and Sand Hollow
I'll throw in a couple lesser known. In British Columbia there's excellent golf, near Kelowna in particular. If you're American your dollar will go far. Otherwise WA state has some great golf as well, around Seattle but also down south in the state.
Near Seattle - Chamber’s Bay is an unreal course
Probably depends on how many days or rounds you plan on playing. Hilton Head gets my vote based on previous experience; nice mixture of affordable and expensive golf courses. Pinehurst is on my list for future trips, but might be a little pricey. Phoenix/Scottsdale could be another good option. Northern Michigan or Wisconsin are probably underrated options, but would be great in the middle of the summer when the south is too hot.
