I'd reach out every other day if it's been almost a month - I'd also go oldschool and give them a call, leaving a voicemail if they don't answer...
Did you sign a severance agreement? If so, was the letter of reference included as part of the agreement? If it was part of that agreement, they must provide, so escalate to that person's manager and/or its givernance and compliance team and HR if need be. If it wasn't part of the agreement, you may want to give a voice call and ask directly if they are going to write a letter. All else fails, maybe write up the recommendation you'd think they'd provide and send it to them to sign?
Without having that letter included in an agreement, you may need to consider that they will not provide a letter unfortunately. If this is the case, I'm sorry this happened to you. In the future, keep a copy of all your performance reviews and award nominations - it can be useful when seeking other opportunities.

Under most circumstances your manager will not be able to do this. HR is there to keep the company from getting sued and by admitting you were a good performer it can possibly be used against them. I would look to other avenues for a recommendation. Former peers. Folks that don’t work there still.
Never hurts to ask again. I’d reach out and even offer to draft the recommendation for them, or give them bullet points of what they can cover.
