Print that email. And start keeping records. Try to keep all communication with him in writing through email and if you chat in person, start keeping a journal with dates, times, what was said, and if anyone witnessed it. You just need the witnesses’ name.
When they issue you the PIP you’re going to want to consult an employment attorney. Consultations are free.

Hey OP. Appreciate the post. And yes, I’m a POC. I deleted my post because it had too many specifics, and without getting into those I have reason to believe this is less of him being told to cut and more him wanting to replace his predecessor’s hires. But either way I do agree that it seems like he is taking the first steps towards a PIP.
Didn’t think of keeping track of the in-person chats, but I’ll start doing that especially because thus far they contradict his general narrative about me. Needless to say, I’m also actively looking for a new role and sending my book out. A shame because I like the agency and my CDs.

I said what I did b/c a number of my friends who are POC were laid off last year for financial reasons but HR made their managers start doing EXACTLY what your manager is doing to you now by setting the stage for a bullsh*t PIIP.
My friends suddenly went from stellar reviews to being subjected to trumped up bullsh*t random comments and emails from their bosses citing fake complaints and whatnot.
The agencies started doing this 4 years ago to mitigate possible lawsuits from POC and other protected classes.
