I would change my work ethic and spend more time networking at work instead of outside the office.
Work on both, internal opportunities and external. First step, brush up my resume, connect with recruiters, get a feel of the market and be less objectionable at work, more collaborative.
I feel it will be very difficult to get another role outside in this climate so focus more internally but if layed off, aggressively work on connecting with start up founders so I can get a position really quick (but won't last) since they can't sustain in a recession but focus on OP's suggestion of working on industries which hopefully will be recession resilient, have a few resumes to share based on job role and apply aggressively to the hiring manager directly by connecting via LinkedIn and guess emails via online research of their email format.
Reaching out to hiring managers works better if you can show value
For instance I'd go back and tell myself to apply somewhere that had been around for longer lol.
