What you seem to be alluding to is the phenomenon of ghost jobs. Companies post positions they have no intention of filling. There have been articles noting reasons for doing so. Sometimes it's to make a company look healthier than it is. I recall one executive saying his company did it to intimidate their workers into thinking their jobs were vulnerable. That sure sounds like a great place to work.
A lot of places are always "hiring" but not really just so they have a pool of applications next time they need candidates. It’s also a classic move they pull on their overworked staff claiming they are trying so hard to find someone to help them. And they never hire.
