Why the % variable pay mix is reduced year on year? Is this standard practice?

During acr , manager kept variable pay amount same as last year ( reducing variable pay % from 11 to 10 )

Considering we mostly get more than 100% bonus , its a loss…

I’m 25 and have found a duplex I’m considering purchasing as a rental property. Planning on renting both units and have the cash to make the down payment without an issue. My cash flow analysis has a payback period of 3 years for my down payment and a 13 year payback period for the whole investment. I think financially it makes sense.
