Will HR stop responding to calls/mails after we go with a counter offer?

In my case, HR agreed verbally to match my counter offer. But after that, HR stopped responding. What should I do?

Hi everyone, I’m seeking some advice - my dog (8yrs old) was attacked several months ago by another dog and after she became depressed and anxious. We got her anti depression meds and those seemed to help but how a lot now a lot of signs are pointing to a potential brain tumor. To get an MRI is +1k.
