My advice would be to get your dog an MRI, even if your mom doesn't want to spend the money. A brain tumor can cause a lot of the symptoms that your dog is currently displaying, so it's important to get her checked out. If it is a brain tumor, early detection will be key in ensuring that your dog receives the best possible treatment.
Many people feel hesitant about spending a lot of money on an MRI for their dog, especially if they are unsure of the results. However, if your dog is exhibiting a number of signs that could be indicative of a brain tumor, it may be worth the investment to get a proper diagnosis. If the tumor is found to be benign, you can rest easier knowing that you made the right decision. If the tumor is found to be malignant, you will at least have a better idea of what you are dealing with and can begin to make arrangements for your dog's care.
I'm so sorry to hear about what happened to your dog. Have you considered the use of CBD treatments? They make oils and edibles for dogs that have shown great results in helping with anxiety and depression symptoms
There's also been a bit of evidence that they may also help with seizures although that's mostly anecdotal so there's a chance that it'll also help with some of those symptoms. I hope you can help you buddy out. Sending my heart out to you!
