The assumption that Saudi Arabia should cater its national policy to the weekend commute of consultants is the height of entitlement.
For years, the FIFO model allowed for massive economic leakage by taking Saudi capital and spending it elsewhere. No other major economy is expected to subsidize a visitor workforce that refuses to commit to the local ecosystem. Real value and knowledge transfer happen on the ground, not in a departure lounge.
If you want to benefit from the Kingdom’s growth, you contribute to its community. The convenience of your family living elsewhere is a personal choice, not a policy flaw

All these changes are a window dressing policy dance that will make a big headline but will make everyone scratch their head a couple years from now. Much like the many giga projects that made flashy headlines a few years ago.
The only thing Saudi needs to do is to make itself more attractive so people voluntarily want to come move here, not because their firm is forcing them to while keeping the family and cost base elsewhere. What it does really is to add unnecessary admin costs - visa, banking, wire transfers, etc etc. - to appear compliant with the policy intent but the real intended impact is far from projections. It benefits a few unintended middlemen - visa processing, medical processing, banks, travel agencies etc. - but doesn’t materially increase the economic contributions by those who are Saudi residents on paper (only).
You want people to make money and spend money inside the country? Make yourself more attractive and appealing first, and the rest will follow. Full stop.
You fail to understand: you are not the priority of the Saudi government, Saudi Arabia is the priority of the Saudi government.

Does this include people from outside gcc coming to ksa for work?
Unfortunately, Saudi doesn’t care nor does it have a responsibility to offer “convenient” employment arrangements for non-Saudis.
Given the revenue companies generate in KSA (despite the decline), they’ll find ways to be more localized.
I’m Dubai based and would much rather the FIFO model than relocation to Riyadh. But for Saudi, it makes sense and they have the leverage to pull it off.

My hypothesis: they will end business visas. Everyone will be forced to issue iqamas. This will make it easier to control and manage the Saudisation quota. Companies will weigh up very carefully who they give iqamas to, and a large proportion of Dubai-based people will be fired
Let’s not forget the problem of finding and growing local Saudi talent. Saudi grads have a lot of options and going to consulting is only for the bravest. And then they leave after a year or two to a government /PIF-owned company job. Some firms tried giving them a fast track after a fast track. Result? They still leave after a couple of years but to a much higher position
