Do you actually know if these searches are active? Just because you are a good fit for a posting doesn't mean they are active. A recruiter should be able to confirm if these searches are active and how long they've been posted (if they aren't in a rush to fill).
Yes, these are active searches
I’ve had firms reach out after 1-2 days but my recruiter also said it was normal for firms to reach out within 1-2 weeks so it really varies.

If there’s a need it can be quick. If someone’s on vacation, it can take a while.
It’s been almost 4 weeks… do I work with another recruiter?
You won't be able to work with a new recruiter for positions with the firms you've already applied to, and if your recruiter is a good one, they've likely already submitted you to every firm with an active need in your area. There is probably something else going on that's leading to you not getting traction, including that the postings are old/stale, you're trying to trade up into a higher-ranked firm and your resume isn't resonating with hiring leaders, your grades are below what the firm typically wants, you've made too many lateral moves, you are too junior or senior, etc.
If I were you, I'd call the recruiter and ask them why they think you're not getting traction with each specific firm, or you could ask another recruiter and they will hopefully give you better insight.
