Do what's best for you. Let the agency know as soon as possible. Most agencies do not offer a job in writing until background and tests are done, so technically you are not hired yet.
That’s a tough call. It gives you an income in case you need it to survive for that month. Think of it if you were the company hiring and spending the money training a person, just to have them leave a month later. Leave a bad taste in your mouth? I’m not saying you’d be wrong for doing it, just look at it from the other side. You have to look out for #1 and or your family first. Good luck, not as easy a decision as it would seem.
The thing is, I have learned a lot in the past few months of job searching and interviews. Background check time frames vary...and I would not put all of my eggs in one basket. The reality is that you still need to survive. So do what is best for you. If you need to take another job, then take it. And believe me, you are not the first to do it and won't be the last. The reality about all of us is that we are just numbers. And if you have to leave the job, they will simply hire someone else to fill your spot. And here is the other thing, you haven't gotten the job that the background check is for. Just because they are doing the bagkground doesn't mean you have been hired. You are not hired until you receive the job offer and you have signed it.
