A mentor is someone who helps someone develop and grow. So I'd be happy for them and know you did a great job as a mentor. If your moving up would have been of interest, I'd look into someone mentoring you and finding out what you can do to achieve a higher level. It's okay to have mixed feelings, but I'd focus on actionable items for your career. It's hard to say why they moved up. Maybe they were more vocal about expressing wishes to do so. Maybe there was something they did differently that someone took notice of. Perhaps it was just the luck of who they were working with. Whatever the reason, if that's something you would like, let people know and ask for advice on what you can do to achieve it.
I guess my initial question would be do you and her report to the same manager or different manager? Also, Do you know what her career background is? She may have a particular skill set or work experience from one of her previous roles that may not have been a traditional admin role say project manager/coordinator may have elevated her above you. Were you mentoring her on the skills that are required for the role or showing her the ins and outs of the company because if the latter is the case then she may have already had descent amount of experience prior to starting and just needed someone to help her get a handle of the company. One thing to also note is sometimes companies will hire someone in at a lower with the intention of a promotion later (this is usually due to budget constraints during the hiring process). If you both have the same manager then have a candid conversation with your leader about your work, their expectations and your feelings. Both of you come up with a plan on how to get you to where you want to be. If you do not have the same manager then use the fact that you mentored this person and they were able to get promoted as leverage in our 1:1s and leading up to your performance review.
