I mean salary should be discussed on the first call, but I feel like position details should be first…seems kind of red flag-y for me.

As a specialist Tax recruiter myself this is pretty bad form. There is no reason not to be fully transparent from the get go in terms of the salary range they have for the position they are approaching you for (particularly if they have approached you directly) To maximise time and efficiency, I would ask to see a role overview and the salary range to ensure it aligns with your expectations. If the position is an industry role, even knowing aspects regarding guaranteed bonus and potential stock options can also make such a difference in terms of you being able to make an informed decision. If they don’t reply then it’s best to avoid and work with someone else.
I will give a number or range that is at least 10-15% higher than what I am currently making, but add a statement along the lines of this range make change depending on the job, job description, job location, etc.
Also, the recruiter may not have a specific job opening for you, but is just trying to get resumes, salary expectations, etc for potential future job openings that could be coming soon.
