They really thought this one through. I'd probably still go in. Sounds beyond chaotic, but I'd be too worried about losing my job in this market not to show up.
They called me about a job interview. I think they were put off a bit by my hysterical laughter. Needless to say I didn't interview and am happy working somewhere else with better comp and suggested RTO3.
If I needed the job, and I assume I would as I have no trust fund to cruise on, I would just go in. I wouldn't worry too much about the shortages of desks. I assume they'll do what everybody else does when they need stuff, order it from Amazon.
I thought this clown show might happen. It's why I left a few months ago. Found myself a job with much better pay, less focus on "frugality", and upwards mobility.
Know your worth, folks. Even in a bad economy there's jobs.

Talk to your immediate supervisor, THEY should be the ones dealing with the the logistics of finding you a place to work. Whatever they tell you regarding this, make sure it is in an email or another written and dated format. In other words, make sure your ass is covered in case what they tell you is wrong.
Any consideration to get your own portable desk and chair. You are there to work. Get there early.
I hate to say this, but I'd bend the knee and go in. Especially if I had the means to commute.
The market sucks and they know it, reason why they're doing it. They know people will stay for the fear of not wanting to be in a place where big companies like Intuit and Meta have just purged people and are even threatening to use AI to do some jobs.
AI is NOT just to make jobs “easier”. 5 people are employed digging a ditch. Then a backhoe shows up. 4 of the jobs just got reeaally easy and non-existent.
They are nothing without you workers
Former Amazonian here. They’ve never cared a fig about their workers - they actually expect to churn most in two years by design. SM2 is right, there is an endless supply who will happily work there and they know it. Gained some good experience there but it wasn’t somewhere that I wanted to build a career.

There's a decent chance this is an attempt at a 'soft layoff', which attempts to get employees to quit/get fired without having to pay severance or announce actual layoffs. May RTO companies are doing this.
I'd recommend following the order. Meanwhile, look for jobs at places with higher pay, better work life balance/benefits, or more fulfilling work, if possible. This way you can change jobs and have it be an upgrade.
Research has shown that competently managed WFH is more productive for most people. I doubt Amazon is so incompetent they couldn't figure out a good WFH system. So it's likely either soft layoffs or a tax deal that requires people to be on site.
Show up to work if you can't find a parking spot call your manager from the lot and ask him what he would like you to do , if you do get a parking spot but have nowhere to sit to work ask your manager what you should do, if he gives you a desk but you're missing any other resources, ask your manager what to do. This is a typical case of people who lack skills and knowledge mandating rules for thier own egos. Push the responsibility up the chain of command.

I'd go in - lunch box all the nice food, pick up some toilet paper. check the fridges for eggs and then take photos of no desk for me and sent that to my boss. Then say I have to go work remotely at home for the rest of the day.

Steven Hudson why don't you just say you've never heard of fire safety before? An overly crowded building presents a fire safety hazard because it makes it more difficult for people to evacuate. People have died because of this, which is why office buildings have a maximum occupancy limit determined by the Fire Marshall.
Of course, with Trump gutting safety regulations to let our corporate overlords line their pockets with our blood, you'll probably see a lot less adherence to those occupancy limits.
Malicious compliance. No parking space? Park behind your boss. No desk or meeting space? Camp out in the hall. Make them regret being born.
I'd go in, take pictures with time stamps. Walk around aimlessly looking for a desk, miss a bunch of meetings and then file a complaint with building facilities, not HR.
I mean, to me it's quite obvious that most companies are doing this to force people to quit, rather than paying severance on massive lay-offs. I'd say, if the end result is you being out a job, just stay home and wait for them to fire you...
I would just deal with it . If it bothered me that much I would go in and work until I found a new job we used to go in 5 days a week and wfm was nice but all things end
The best approach is to show up and respect your employer wishes. Soon, after everyone show up at the office management will notice the parking and office issue and address the problem. Unless they see the issue they will never allow you the freedom to work remote.

The company I work for has been working on RTO for two years. They mandate it, then recall the mandate because there are not enough desks. They are on their 10th round and still dont have enough desks. Personally I find it a bit funny how they did not make sure there was enough space before demanding everyone RTO.
If they mandate it, then show up. Ive heard from friends that the lack of desk space is common and companies tend to return to work remote after a sort time because of this.
