Well pre-bid and white/black lists are for blocking so they could alter the results, depending on what you’re actually looking to do. If you want to check how fraudulent a particular DSP’s inventory could be, I would work with a 3PAV partner like IAS or DoubleVerify to apply monitoring pixels to your ad server tags, and then look at reporting to see what the fraud rates are. But be mindful that whatever settings you apply in the DSP—bid prices, viewability filters, targeting, etc.—could affect the results, as well.
Run with a brand safety partner, activate pre-bid, apply black/white lists, pull reporting?

Attach IAS to your tags always. Blocking. Then apply IAS pre-bid in the DSP of your choice.
Pull site reports, cross reference with IAS’ reports, apply blacklists in the DSP.
