From the sounds of it, you just need to workshop your resume and work with a recruiter if you've been striking out. You have a solid base for the type of role you're seeking.
Also, develop a portfolio of reports dashboards to show in interviews. Trailhead has a good trail, Salesforce portfolio.

Slalom has Salesforce academies that run 3-4x a year. They bring you in and train you for 1-2 months on Salesforce and consulting before you start your first project as a junior admin or junior dev.
Your experience would make you a competitive applicant.
Might be worth keeping an eye out for the next job posting or pinging a recruiter on LinkedIn if that's something you'd be interested in
Make a list of top employers you want to work for and connect with people in the role you want. Also search LinkedIn using hashtags like #hiring Salesforce consultant. When I started doing this I found a lot of potential companies that didn't use the LinkedIn job board but were hiring. Also, make sure you update LinkedIn with all of your Salesforce skills and work
