There's not one chief counsel, that's a title that a lot of divisions and subdivisions of federal agencies use for their respective legal offices under the big agency's OGC.
That said, it's generally going to be difficult to do that. You'll have to be off-the-clock to do anything and coming in as a new employee you'll get 4 hours of leave every 2weeks, so making daytime meetings will not be simple. You'll also need advanced ethics approval, which, for a lot of practice areas, is going to be a no-go
I've seen some folks manage to run a small real estate or wills and trusts practice, but you need patient clients who are okay with everything being out of business ours, and it's not a great first impression to show up and ask for permission to do something else.

IRS chief counsel to be more specific. Agree it’s a sensitive topic hence why I haven’t raised, and it’s also not something that would be a deal breaker either way. They are aware of my practice and obviously I would not do anything close to a conflict, but my practice is also diverse, estate planning, business formation/dissolution, real estate, contracts, etc. I’d stay away from Tax related, but my current firm just asked if I could potentially help on state related cases and I said I honestly didn’t know and that I would have to see how it goes. I plan to start and take awhile to feel it all out, just curious if anyone has any advice or experience. And I’ve also been sort of running my practice on the side for years now, a majority of my work gets done on weekends, I only take clients that I want/ know I can work, it’s exclusively referrals from friends/family or past clients.

Run it by the ethics office. It doesn't matter if *you* don't think it's a conflict of interest, it's what the ethics folks determine.
