I wish it was outdated, but it’s still standard. I agree that it’s inauthentic to passively maintain some connections by reaching out once per year just so it’s not awkward in 5 years to reach out for a job reference when you change jobs.
If you pick the right ones, yes. Although, I’m sure people in talent acquisition would have things to say about this.
Had 5 to 7 referrals...all led to auto rejections.

I always looked at it as making sure there was no huge glaring issue. If somebody remembers you from a decade ago, typically it isn't for a good reason, if you haven’t kept in touch that is. Not really sure if this is the correct way to look at it or not, but that’s how I do when going far back for references.
