Yes I have been at companies that do this and I am currently at one. They usually do that because it can be a hazard to commute or cause extreme delays. This is especially true in areas of the country who are not equipped and prepared as much to deal with that kind of weather such as Texas. This is where I am at and why they do this. I am not sure how it is up there as I would image it is much more common there and I would imagine they may have better infrastructure that could withstand those temperatures. I do not know anyone from there though, so I could be completely wrong how it is dealt with in those regions.
No. Now, in special cases where maybe you get snowed in and can't dig yourself out, maybe. In all reality, if you are snowed in, you are going to spend the day outside trying to dig yourself out and there would not be any work produced. Each incident is on a case-by-case basis but is determined by the employee's manager.

Yeah we do. Safety is a HUGE thing at my company so whenever we have weird weather, like snow in Houston, we get to WFH because it's not safe for us to drive.
