They almost never tell you to look elsewhere. It’s almost always passive.

It’s the former for me
It was a cryptic conversation with my boss about how he didn’t think I was cut out for the job at all and would help me transition out of the firm, or I’d have one more shot to prove myself. So no idea what he wants, but I’m looking anyway because I can’t take being under this kind of stress anymore.
Thanks, P1, I figured. There’s actually been some internal rumblings going on and another group wanted to give me some work that this partner has been pushing back on for a while. After the power struggle, this group is allowed to give me one task as a test. If I fail, my partner gets to let me go.
He’s done this to multiple associates and his group is known as the worst to work for. I think I’m only still here because other people like me.
My firm did both. It started with low hours and not being staffed on new work so another associate advised me to start looking for a new job. After a few months, two partners had a formal conversation about focusing on finding a new role. They gave me a strict timeline for pay and website time.
I’m not in biglaw, but when they are cutting you off from new work streams, is it a situation where a partner has a case meeting and announces that associates A, B, and C will be assigned to the new case or client matter, but says nothing to D (you); or is it a case where you’re telling the partners that you’re available but they just have nothing to assign to you at that time?
