Trying to understand risk of loss and title better. When does it make sense for title to transfer upon receipt of payment? Why would title and risk transfer separately?

I've become really jaded about consulting. I find all so often you need to tell the client what they want to hear to keep their business and I feel like so much of the what I recommend doesn't actually get implemented. I have been stuck deciding between two offers (both in IC, but one is more program analysis -similar to consulting work but on the fed side, and actual analysis).

The program analysis offer is at a higher GS level and a more well known agency, but is not what I’m interested in.

Does anyone have any advice on how to make a decision? Go with what I want to do, or go with the more well known agency and higher gs?

I've never worked on anything for TikTok and hope I never have to. TikTok is from hell. I was on it one time for about 10 minutes and could feel myself becoming mentally unwell in just those 10 minutes. The human brain is not designed to deal with the sheer amount of sensory overload that app gives you. I'm pretty sure TikTok is one of the main reasons we are constantly hearing about how much Gen Z struggles with mental health.
