It's not uncommon to do that actually. I've seen plenty of grant proposal that inflate their stats or report only the years that make them look good. It really depends on which grant you are applying for and what their requirements are. But in my experience, I have seen many folks do this 🤷♀️
Story of my life with stats sometimes as old as pre-pandemic. Depending on the type of funding and relationship you want, embedding trust and honesty in your stats will foster trust in the longer run, with authentic communications and genuine/reliable/verifiable data. It takes long enough to get funder attention; last thing you want is them to start doubting the accuracy of previous achievements.
How about projections based on year N-1 (or the same period as the proposed project length) and more recent secondary information (e.g., your or another organization's research findings dated 2023, 2022 or 2021)?
