Then own up to it and tell your CD “remember that idea we had for ___?” (Hopefully they’ll remember it and smile and nod their head. “I was wondering, what if we tried that for ____?” if they liked it, they might be game for trying to get it done for this client. But you have to at least acknowledge it was for someone else and it was a better fit for this one. If it was done at another agency, you might also be able to get away with it. Just be careful. But I would absolutely, under no circumstances whatsoever, re-present that idea if it was done freelance since technically all of the NDA contracts you will sign say that they pretty much own the work whether they use it or not.
NDAs say that for full time work as well though. Don’t they?

That pitch belongs to the agency. As long as you’re still at the same agency it should be fine.
Every idea is another idea with a new wrapper on it. Take your old one, rewrap it.
Run it by partner, give credit
I’d let the old partner know you’re doing it, but not in a ‘can I have your permission’ sort of way unless it was 100% their idea. If it was my idea and they just helped, then I’m not sure I’d even feel the need to reach out to them.
I’ve done it. I told my old partner about and got to finally produce a 5 yr old idea. I love not wasting.
