He is still employed by Citi whether on garden leave or during the WARN period, so no you can’t take another role outside Citi during that time. You’re still employed and getting a paycheck and benefits. If you take another job, you’d have to quit Citi ( or they could fire you since you violated the terms of employment), either could make you forfeit severance ( and the remaining garden leave or WARN pay

His severance would only be impacted if the new job is with Citi. If he’s filing for unemployment that stops with the new job
If you friend joint the HR calls the mentioned that he’d still be entitled to the severance even if he finds another job. He is not in a garden leave if he was layoff he is in a notice period which is different. Garden leave is when you actually resign without a layoff.
If in doubt better to contact the HR person that they assigned as the point of contact
Wait he gets a lump sum at the end of severance period?
I was told they would work with me to expedite leave. So your friend could ask to be released and start the new job before the leave ends. S/He won't be paid during that time so there is a little money left on the table, up to them if the new job is worth that.
If the role was eliminated, then by all means take the new job. As a precaution, have your friend keep looking at what else is out there, but don't apply until receiving some notice that it's not going through.
