Sacrifice a live goat during the next full moon to the clearance gods.
You have to find a contract where the TO has a DD254 requiring SCI access in it. That form indicates what access levels are required. A company could take you on AND will upgrade your clearance, which will require a T5 investigation. It’s kind of hard because even for military it can take 18 months...who’s going to take someone in and hope they get granted an SCI in 18 months?
One other tidbit. Don’t let any recruiter try to tell you they pay for it. “The government” is the sponsor and pays for it.
And a TS/SCI requires going back 10 years.

Find a company and position that will elevate you.
It depends if it’s within the same agency. If your secret clearance was from a different entity, it doesn’t accelerate the process at all (you start from scratch). If it’s at same entity, it can be cause for an abbreviated process.
It’s a completely new Single Scope Background Investigation process. They’ll start a new investigation
TS or TS SCI?
Both
A deeper and more intrusive investigation. V common knowledge.
Wouldn’t that defeat the purpose of it being called “Top Secret”?
Don’t do it, it is not worth it for most people. I have a TS/SCI with poly and it honestly narrows your marketability. If you want to do IC work for the long hauls then it’s worth it; it not, then getting the TS/SCI relegates you to such a select few projects.

I keep my TS/SCI, but work on projects I want that don’t use my clearance. But when it comes time to renew, I jump back on those projects.
Someone has to nominate you for a TS. This is typically based on need - you would need to be assigned to or connected to a project where this is a need for it.
I know we have some TS pipelines or something
Update: I got my TS. Currently in the process for a FSP and holy shit, is it intense.
