lol. House Bill 460 extends eligibility for grants and scholarships to all Illinois residents REGARDLESS of immigration status. This was already happening but there were barriers for immigrants specifically. So that part was removed.
Will everyone who applies get student aid? No.

Probably would be beneficial to add, at a Federal level, can illegal immigrants get:
SNAP: No
Medicare: No
Medicaid: No
Social Security: No
Section 8: Mostly No (In mixed housing situations only those who are legal residents can get access to benefits, but having illegal residents in your household does not exclude a household from receiving benefits)
Due to the Personal Responsibility and Work Opportunity Reconciliation Act of 1996 almost all Federal Benefits are ineligible to all illegal immigrants with a few exceptions. Those exceptions include:
WIC, treatment of communicable diseases, FEMA disaster relief, and EMTALA related hospital visits.
At a state level it varies from state to state what benefits you can access based on immigration status.
However, when you consider the totality of benefits administered by the government in most cases illegal immigrants represent a very small to zero impact to those programs.
