Definitely interested in the "exception from this policy may be requested if provision of non-professional services doesn't interfere with one's duties of causes conflict of interest" clause, though. Has anyone been able to get one of those before?

Sorry to hear about your struggles. Firstly, avoid any recruiting company that asks for an upfront payment. Sounds like a scam. Or they are a staffing firm that just places bodies on short or medium term contracts and is looking to make money from both sides. I am sure you can figure out a pay for performance model.
Secondly, it might be time to rethink or reposition your skill sets and experiences. In most organizations I have worked for or worked with, the first people who get impacted are PMs. You could write 101 bullet points on the value add that PMs bring (and I agree that great PMs bring a lot of value) but I have seen that there is a huge expectation that line managers simply absorb that role. Unfortunate but that’s the reality. My 2 cents.
There are a lot of people out there with PM experience or people management experience. in Canada, so that skill alone will be a hard sell. You will need some specialization to stand out. and I would suggest be open to individual contributor roles.
