Does cold calling still work?

My creative partner (AD/CW team) and I are juniors and don’t have a lot of industry connections just yet. We are looking for a full-time gig and are planning on calling NY agencies and asking them for interest interviews (or to just to be connected with their recruiters). Do you think this is a good way to go about it?

I had the first round with a consulting firm and it takes them more than a month to arrange the final round and the recruiter is not being responsive. Is that normal?

Have cleared HCL interview. Initially they offered 23 lpa (via proposed offer letter, to be approved by L4), but i requested to reconsider it for 25 lpa. After 5 days, they sent final offer letter of 19 lpa (stating they can offer max 50% as per L4 approval).

I don't have any other offer as of now. What should I do?

I had a technical discussion for HCL on 3rd Oct. It's been more than a week. I still haven't received a status on that interview. I have also received a "Resume shortlisted" mail from their careers app after a week.
Does it mean I'm selected? There's no intimation of the status at all. The HR don't reply on mails/calls.
