OP, here’s what I would challenge you with – are you a leader or a manager? Because what you’re doing sounds like you’re a leader and not a manager. You may have manager duties in some of your daily work, but if you’re developing your people and working as hard as you say you are that’s being a leader. And if your leadership is not doing that for you, I would highly suggest you look for another company to work for because it’s obviously bothering you.
In the meantime, I would go out of your way to get yourself developed with courses, certifications, conferences if your company let you travel. Because that’s your development that they’re not tending to but seeing that you do, could make a difference.
