Yes. There’s usually a special c/m to bill it too. Not the same as billable hours, but it counts for something.

Yes, BUT we have a non billable requirement. My firm is 2,000 hours broken into 1850 billable and 150 nonbillable.
Yes, with a cap. But even if you don't get hours credit, for those who want to make partner, it's important to do it.
Thankfully, yes! We have firm matter numbers that we can bill certain activities to (they are very generous with what's covered), and it just lumps right in to our annual billables.
