It’s a tough market… I am reaching two years… fml
OP: a bit more detail would help. PM/PMO is too general of a role description. Is he more on the six sigma, ITIL, Agile side of the house, or technical PM (development background)? What has been going on for the past 2 years - small jobs, volunteering? 2 year gap definitely going to raise eyebrows during any assessment.
ITIL, Agile side of the house for now. Want to position themselves more towards TPM
Can someone get into TPM without the coding background? We can’t change the background now but they have time to work on skills. What can they learn to position themselves better?
OP: where do I begin? Being a technical PM has nothing to do with coding. In fact, best technical PMs typically have very rounded experience, from business analyst to developer. Regular PMs are dime a dozen - unfortunately, most of them are glorified secretaries, at the best. 80% of all PMs in my company happen to be women - in my opinion, all of them are only good for scheduling calls and taking notes from developers. Out of the other 20% (men), only one is great, the others are mediocre at best.
Good technical PMs are worth their weight in gold. That’s because they can differentiate when BS is thrown at them, speak the same lingo as the developers, will question when timelines quoted have nothing to do with reality (because they know reality, since they’ve done it, or worked in similar projects themselves), and will hold other engineers and developers on their toes as far as expectations. 
Are you asking how to get better prepared for an interview as one, or actually become a good one?
I am so sorry to hear that. I know how hard the job market is right now because I have several friends that have been looking for over a year. I would suggest telling him to utilize his network and try to get referrals. Sometimes tht can help.
