This really varies by company. In most places I’ve worked, as the hiring manager, I’ve had the final say or at least a very strong influence, especially since I’m the one who will manage the new hire day-to-day. That said, I always take feedback from the team and recruiters seriously, and sometimes there’s a consensus process. But I’ve also been in organizations where the process is more HR- or recruiter-driven, especially in larger companies or highly regulated industries. In those cases, I might feel more like a participant than a decision-maker, which can be frustrating. It’s not uncommon, but it’s definitely not universal.

It is unusual in my experience. Recruiters are more of a support role and not the final decision makers. Think it is worth a conversation to understand expectations and see if you can own more of the decision. Hard to say how the company will respond or how it got that way in the first place.
