Lots of small biz and mom and pop shops that donât want to deal with the hassle or the fees associated. Youâd be surprised at how many still do all their accounting in a notebook using a pen and calculator.
If you look everywhere else, things like mobile payments are very prevalent and you can use them with vending machines, train tickets, etc

Old population (look at the average age - they are less tech savvy)
Tradition - we've always used cash "why change" mentality
Japan is a country that is 99% ethnically and culturally homogeneous and strongly enforces social conformity and the status quo.
Dont underestimate the power of culture in a country like this. The west typically celebrates the individual and an individual's achievement. In a place like japan you're far less likely to try something new if no one else is. I think this reinforces the cash is king concept.
I've also heard Japanese people value privacy and don't like that card payments etc are tracked - I'm not sure how wide spread this mentality is, but the anonymity of cash could be another factor.
Japan also uses a tap card called Suica which is very prevalent, so not sure if I fully agree with the question
It's a cultural thing. My MIL who is Japanese will even pay the hotel bills in all cash when in Japan, at a Sheraton no less. It's very normal there.
