Most people get caught working for 2 companies under he same holding company umbrella. Never do that.

I got two workplaces paying for 50% of my MBA each
I got caught skinny dipping in the fountain in front of my agency’s building. It was hot outside.
Also, the skinny dipping, police chased me naked for 13 blocks and gave up. It’s a loooong walk up to the east northeast east side.
The way I look at it, double dipping isn’t a breach of trust if you are doing good work on both projects. The whole point is that you are a temporary worker and they have made no commitment to you whatsoever other than paying you money to do proscribed amount of work. As long as you deliver it’s none of their business what you are doing when you aren’t on the phone with them. And most clients understand and respect this. You do have to avoid direct conflicts and understand that from a legal standpoint, two different agencies owned by the same holding company are really the same company. Other than that, bill it all friends.

A friend was caught when he double dipped at 2 agencies under same holding company. They had him finish one gig. He has not been back since.
As long as the agencies aren’t affiliated, chances of being caught are slim. It’s a bigger issue if your work and reliability suffers as they just won’t ask you back or refer you
Aside from the “same holding co” example, I think it’s not so much the risk of getting caught red handed and more the risk of having an agency (or multiple) think “did they really put X hours into this? It seems half assed.” Or “this person isn’t very available for calls for a freelancer. Not sure we’ll work with them again”
Not a freelancer caught double dipping but have hired several freelancers who I suspected were double dipping when they weren’t available for calls during business hours and didn’t seem to be delivering. I never overtly asked but also didn’t book them again. It happened several times during Covid.
1 or 2 calls over the course of weeks or was it more frequent than that? I’m definitely guilty of double dipping (sparingly) but more often I have personal/family stuff to attend to so I’m curious how much unavailability got your antenna going up
