Always assume they’re passing (that is, operate under that assumption, so if you *need* an offer, keep up the efforts etc) until you know they’re not.
That being said, a week is too early to be all too concerned about it imo.
Would start to worry at 2 weeks and start to give up on it at 4 weeks (but it is still possible they come back around even later than that).
If you’re working thru an outside recruiter sure follow up at 1 week. Since you said you’re not, and would have to go to firm recruiting, I’d say wait until the 2 week mark and make sure that your follow up is super lovey-dovey and not demanding (like, wanted to reiterate my interest in the firm and excitement at the possibility of working there; just curious for my own timelines if you can give me a sense of when to expect to hear back with the firm’s decision, blah blah blah).
