As a note to A1’s post, if you’re going to withhold rent, you must pay it in an escrow account when it’s due.
You can take it to housing court “hp action” and get the rent abated etc. tell LL that you will make them pay for legal fees as well and maybe they will just let you go free right away. Also document everything re: conditions photos and videos.
Start withholding rent immediately and documenting all communications. Hopefully that will get the landlord to engage with the tenant to address the needed repairs.
Question if I had no hot water for months and withheld do I have to pay once they fix it?
The Safety Net Project used to have clinics. Think they shut them down during Covid, but they should be able to get you a referral.
I’m a real estate litigation attorney, doing mostly landlord work. Yes, calling HPD/311 is the best way to start off for a slumlord. There’s also a right to counsel in NYC Housing Court if the tenant meets certain income restrictions.
If this person is seeking a REPUTABLE tenant’s attorney, I recommend Jennifer Rozen at Rozen Law Group. Even across the aisle, I find her very reasonable — not sure what her rates are but I wouldn’t think they are exorbitant.

Call 311 and complain with the HPD. They’ll send an inspector to slap a violation on the landlord.
