I've matched job descriptions word-for-word, changed formats, highlighted different achievements, but nothing's working. When do you stop blaming your resume and start wondering if it's something else?

Now I am unsure how I convey this to my manager coz I want to stay here but at the same time I am salivating over this new offer and wish I get similar numbers here. Is it worth raising a discussion? I just got an offer from a company that I have mixed feelings about. Team seems great but Glassdoor reviews, not so much. I’m currently interviewing with a couple of other companies that are amazing and would be my too choices.
