In most cases, no. On the other hand, if you're at 3 YOE applying for a role that asks for 4 YOE, you could probably make a case for it as a stretch role, but YOE requirements are generally there for a reason.
That said, there are certainly firms out there that put YOE requirements that are guidelines rather than legit requirements.
Speaking for my industry firm as an example, our YOE requirements are hard requirements. Doesn't matter what your background is, if you have 8 YOE and are applying for a role with a 10 YOE requirement, you're not going to make the cut.
