Feels like it. Putting in the time and effort should be what matters. WFH presents its own challenges such as home/life distractions. If the work is getting done and you’re not missing important meetings or deadlines, why should they care that you’re not on at 9:00?
From a previous comment it sounds like you are new to this position/team — in my experience it is best to set a good first impression as it can lead to greater flexibility down the road. Unfortunately it sounds as if you may not have done that.
I would log on by 9 consistently for the next month or two and then see how it goes. They are probably looking at you more closely because you are new and they don’t know you.
To answer your question: Plenty of jobs have set start times and I wouldn’t consider having a set start time for the workday to be micromanaging. That being said — if there is no flexibility for the start time of your workday, then it would also be appropriate to give no flexibility for the end time of your workday.
This might mean they’re specifically looking at yours because someone is concerned you aren’t working. If I were you I would look at workload and make sure you are meeting all of your deadlines and providing status updates where warranted. Micromanagement red flags tend to shine when there’s a lack of communication and a leader feels unprepared or unaware of how to handle it.
Depends on your role. If you are slow to respond or not online then what are you doing? If it’s work for day another team no big deal and I get it, but if you are on my team solely working on my work and you aren’t around then logical question is where are you. Also depends on type of work. If your work directly feeds my work then we have an issue if your work is independent and just needs to be done by a deadline then I don’t care.

I dunno 9am is late in my opinion. We used to get on staff that used to show up past 9 and left at 5 when we were in the office. Really depends on trust and tenure. If you're new, you need to prove yourself before slacking off.
I show up before 9 if I need to go into the office but didn’t think it was that big of a deal if my status isn’t online at 9am sharp when at home. I’ve been complimented on my deliverables so far
There’s a snitch in your office. Also, if I were you, I’d try to move ASAP, whether it’s internally or externally. I had one of my ex-managers ask me why was my status “away”? And if I wasn’t working? Knew I would never be trusted and that he cared more about the logged hours than the output. Left within a month. Good luck!

I have a couple questions...
Was it ever communicated to you that you should be online by 9:00?
Why can't you be online by 9:00?
Even though it does sound a little bit like micromanagement, being online by 9:00 is not hard to do, or an unreasonable ask by an employer for that matter. 8:30-9:00 is a pretty standard start time.

This is why people quit because of micromanaging insecured supervisors. People leave bad managers not bad jobs. Treat people like adults instead of children.
Does your job require you to be available to customers, co-workers, managers, etc. during the day to answer questions or collaborate on projects? If so, it’s no unreasonable to expect you to be on during normal business hours. If you’re working fully independently and no one is looking for anything from you during the day then that’s a different story.
To play devil’s advocate, it could be that people aren’t messaging you because they see you’re offline, but that doesn’t mean you’re not inconveniencing them. It would also explain how they know you’re not logging in on time.

It’s silly to expect people to work more hours than it takes to get the job done and despite what every “manager” will say 90% of meetings are a waste of time.

My assumption is that someone was watching your status in particular (or people who report to them) over a period of time to bring this. I've never had anyone mention this to me unless I miss a meeting.
That being said, if you can't be online by 9 AM when you are at home, I would be asking about this if I was your manager as well. If there are extenuating circumstances (need to bring a kid to school, you take a later gym class one day a week, etc), then talk to your manager about it. But if this was consistently happening, I would question your commitment to your job.

I don’t care about when people get online unless they’re not delivering / contributing as expected. If I’m bugging someone about where they are at 9 it’s because they’re not meeting expectations otherwise and I feel like I need to get involved (which would also include broader feedback than just log-on time)
How many hours a day do you typically work?
That’s actually ridiculous. Are you at an agency? Some of my coworkers don’t log on until after 10 and it’s never been a problem
