My advice is you're still early career and a 4 year stint is respectable on your CV. Absolutely go for it. You won't look back. Now is the time

Sit down, review all the projects you worked on and what skills you developed and what you bring to any future employer. You should tick the classic consulting skills (PMO, delivery, etc) but focus on technical skills you have built (depending on your domain and practice). Then think what you love doing that matches these skills most. See if you need to sharpen them with additional qualifications (ACN offers loads and you should tap into recognised qualifications).
Sharpen your LinkedIn, build your personal brand (create original, insightful content in your domain don't just repost) . Invest in LinkedIn plus and you get loads of insights into possible jobs, turn on job seeker feature (without the horrible photo banner) .

I think you need to figure out what it is you want in a culture. I’ve been a lot of places and some of the ones with a cool “culture” are horrible to work for. It all (for me) boils down to: who is my boss (do I work well with them, respect them and like how they lead), is the work interesting and does it have a good work/life balance. I’m 17 years out of uni and Accenture (with all its faults) is the best place I’ve been. By a wide margin. So tread carefully and make sure it’s a shift you really want, understand what a “good culture” means to you and go from there. But be careful because the grass isn’t always greener.
Yeah it sounds like this is a consulting problem. I’d take a look client/industry side if you’re looking for a culture that’s very different from this. Being on the buy side vs sell side is a major change from a competitive/cut throat culture standpoint

Is there ever a “good” time? I’ve been seeing lots of colleagues, including at my level post on LinkedIn about get new jobs. I’m also not driven by getting a massive pay increase. I just want a new job with a company that has better culture
Are you thinking of leaving before you have a new job lined up or just getting out and then focusing on finding a new job?
I think the market is shit has been the lingering sentiment and there's truth to it but there will always be jobs too and it will be numbers game/luck too. Depends how prepared you are to try find something else.
I am planning to take LOA soon and fully accept the risks of it, sometimes you just have to dive out of your comfort zone to find something even better. It might not work out at first either but you have to take action.
Four years in Accenture is an impressive feat on your CV, just start putting a feeler out there and explore
