It’s perfectly ok to critique someone’s lack of ability to communicate.
They do the same thing to english speakers that try to speak their language. Are you calling them racist too?
I feel you OP. I have a hard time understanding people with a heavy accent too, since English isn’t my first language. I even struggle with southern accents.

I understand ESL speakers just fine, probably because I am one of them. I did my masters in Spain, and I had no problem understanding my European professors from various native languages (Spanish, French, German, Italian, Mandarin, Bengali, etc.) However, my classmates from the United States, who are native English speakers, complained about the professors' accents. My British classmates, on the other hand, never complained. Furthermore, Americans with an immigrant background never complained about the professors' accents either. I think it has something to do with exposure to different accents and the listeners temperaments. My mother, whose English is as broken as Melania Drumpf's, hard time understanding anyone except her native born American husband.
