I am a lateral resource and they hired me in June, but they have no projects related to my tech and want me to take weird roles.. seems they are hiring to increase employee count and cross training most. just looking for options..

Find out if there’s anything going on in her personal life. If so, suggest reaching out to your EAP. If not a personal issue, place her on a performance management program. You need HR for this program.
Sounds like she's either checked out or already too consumed in her new role to care about closing out her prior responsibilities. As annoying as it may be, it's likely in everyone's best interest for you to come up with a plan as to where her workload can be distributed amongst your remaining team members and set a expectations for when and how that needs to happen, sooner rather than later.
is she transitioning out of being your direct report? If so, GOOD! but... maybe give her new 1-up a heads up... I would appreciate it if I was inheriting someone like that. If not.... and they are still on your team... I have no idea why they're getting a new role, even if it's not a "promotion"... new role is basically telling them YAH we like you, you're doing well so we'll give you what you want. So.. that's odd.
